Project Based Voucher ProgramFranklin Heights, LLC's focus will be helping the individual and the community. The only way to assist the person is to help them become self-sufficient. Franklin Heights, LLC is taking an initiative role by being able to implement the Project Based Voucher Program (PBVP). The PBVP is driven by the PBVP Guidelines. Unless the individual is under the exempt rule (elderly, handicapped, etc. with proper documentation); all the PBVP Guidelines will apply to those tenants that do not fall under the exempt status. The tenants that fall under the exempt status will have to abide by all the other rules that are not driven by the FSS program. The PBVP Guidelines are as follows:
HCV / Section 8 Rental Vouchers Section 8 Rental Vouchers and Certificates are rental assistance programs wherein the Authority pay the difference between 30% of the tenants adjusted monthly income and the fair market rent to a private landlord on behalf of such tenant. The private units under this program must be of the appropriate size and meet HUD's required Housing Quality Standards.
J.R. "Polly" Lineweaver ApartmentsThe J. R. "Polly" Lineweaver Apartments is a elderly housing development owned and operated by the Authority. The Lineweaver is a five-story 61 unit Section 8 New Construction Project consisting of 47 efficiencies and 14 one-bedroom apartments. The Authority is allowed a contract rent for each unit from HUD. HUD then pays the authority the difference between 30% of the monthly-adjusted income of the tenants in the units and the HUD established contract rent for the units.
Lineweaver Annex ApartmentsThe Lineweaver Annex is a 60 one-bedroom addition to the J. R. "Polly" Lineweaver Apartments. This addition will be for the elderly and disabled with incomes at or below 60% of the median income. The rent is $325 per mouth including all utilities. The tenant is required to pay the full rent amount.
